Maybe I'm not looking at it right but in your picture it looks like it is leaking over the wall.

Do you see water coming out other side under concrete?

build a wooden wall like structure with plywood and posts just about a foot in front of the old dam, throw tarp in front and over it, then add sand and dirt on water side to seal off water so the old dam is dry, then make any needed repairs and repour concrete higher then it was before, as well as in front of the old dam
after you can remove the fence and tarp or just leave it there to rot away to nothing

Seeping or a lot?
I've seen some people use a 2 part epoxy pond sealer for slow seeps that works pretty good. I can't remember the name of it though.

Lower water further, let it dry a good bit, hire someone to inject bentonite slurry under/in front/ behind dam.
No easy fix since it’s under the existing dam.
Edit - Could also add in sheet piles then cap with concrete to tie into existing dam.

This is the correct answer if you don't want some other structure added to the existing dam.

Check this video out from BamaBass on YT. This is part of his pond build series. He uses a 2 part mixture that gels and clogs up the holes in the dam. I don’t know how expensive it is, but seems pretty easy to use.
