Omaha
Safe, friendly, good place to raise a family. Looked down upon because, well it is in Nebraska.

I'll one up you with Lincoln - really nice small town thats relatively safe with some occasional bad apples. If you're a fan of college sports being played poorly, Lincoln is your hub. Stayed there and delivered there a bunch - Omaha is a 20 minute drive away and between the two towns there's tons to do and usually doesn't take too long to get back/forth because I-80 is 3 laned the whole way between the two metros.
PS - they actually work on and fix their traffic issues, like the bypass for NE-2 that's being built now.
