Need OT help asap! Daughter apartment water leak but don't recognize this shut off valve.

Are those the levers? It's a combo unit and she can't see it or move the washer and I'm telling her to push them down maybe to turn the water off. That would be clockwise but it doesn't look like she can keep turning them so maybe just a hard push?
I've never seen this type of shut off before and it's 11pm her time so nobody around to help.

Me either, but it looks like a lever mechanism.... Tell her to try to move it to the middle then pull down

Where is the water leak, if not the washer?
Landlord help?

Are they levers or are they meant to be turned with a pipe wrench? Looks like something was gripping them to turn them

Looks like little small levers in between the valves. Not sure what the big chrome/shiny handles are

Good catch, pull them forward? My guess as to close the valves.

The shut off valves are the little levers in the middle. Pull them down.

Looks like they are pushed back so I would pull forward.

It's behind the washer/dryer stacked unit. She can't see it very well and can't move the unit so she stuck her phone behind it to get that pic.
She can't get the levers to move so I'm trying to get her to call a friend or neighbor over to try.
