I live in the area full time and the law is, if there’s a fishing pole in the boat then everyone in the boat over the age of 16, I believe it is, must have a license. Now being in a Kayak, I doubt you would get messed with, however on holidays there are as many as 5/6 law enforcement agencies on the water. Your bound to come across someone happy just to write a ticket.

I've been ticketed on a kayak before. I was in HS and not even fishing at the time, just paddling back to the truck. Officer came and checked me, I had 0 fish in the kayak. I put my wallet with my license in my larger tackle box and decided to leave it in the truck. Completely forgot I didn't have it, in my kayak. He ticketed me for fishing without a license and told me "if you have one take it to the courthouse and they will tear it up".

Cost me $18 if I remember right to have it thrown out, AND it still shows on the courthouse record as "game violation- dropped" or whatever.
