I don’t know the actual letter of the law here, but if they are too young to go by themselves I’d say that yes the adults would need a license and it would be a risk to not have one.
Just fishing off a dock would be one thing.

Fishing license is cheap as opposed to a fine.
I grew up fishing the other side of the state on the Chattahoochee where Bama/Fla/Ga all come together. I always had an Alabama and Fl license. With that, you could fish both sides of the river. The only thing I couldn't do was go into the Georgia sloughs because I did not have a Georgia license, but I could fish that side of the river.
