Mostly census and tax records. Sometimes if the Nazis thought you were really bad, you'd just be labeled Jewish regardless.

I think there were pretty harsh penalties for anyone who knew someone was Jewish and didn't turn them in. Maybe even death.

In China during the Cultural Revolution under Mao, they had children turning in their parents and sometimes spouses turning in spouses.

A lot of paperwork and records were kept on populations. This is also how they rounded up Slavs who lived in Poland, Austria and Hungary.
