The bulk of the people who the fed "pays" less than that aren't even Federal employees. They're contractors like janitors and shite.

the way this reads, it sounds like this mostly affects non government employees that come in and do contract labor

students/interns used to get paid minimum wage. That was mid 90s, no idea about now
