Why are jails a point of this discussion when the discussion is about people who are presumed innocent?
I believe he's mixing the terms of "jails" and "prisons".
California needs more prisons.
And trials should not be held off so long that the "innocent" can be free for a year or so after a crime committed until the trial is finally held.
