This has never been a thing. When the recruiting rules were changed a few years ago, it was widely misreported that there was a "hard cap". This is totally untrue.
The NCAA has never taken away the ability of schools to use spots left over from the previous recruiting class to early enrollees in the following class.
LSU always has a "hard cap" because our coaching staff couldn't resist using every spot every year.
That said, this has zero bearing on this year. Pretty much everyone can take 32, with the only caveat being they had 7 guys leave the program who would have been eligible to play in the fall of 2022.
