Actually, this is in my professional wheelhouse. HUD doesn't necessarily mean what you think it means.
There are a lot of HUD developments, especially new construction, that utilized HUD financing for construction of luxury, top-of-the market apartments.
Yes HUD does a lot of financing for less affordable properties, but I promise you'd be surprised by the amount of luxury apartments built using HUD $$$
