I'm sure there are people that have already thought of this, but no one in politics listens until it's a disaster. Then, they point the finger at the consumers and blame them. This allows them to enforce strict policies and punish consumers and manufacturers alike. It's a brilliant scheme if you truly don't give a shite about your people.

Why not just tell EV drivers that they can only park on the lowest level?

What happens when the force everyone to own an EV, which is what they are working towards.
What happens when they run out of spaces on the first floor with increasing numbers of EVs?
What about garages that don't start with parking spaces on lower levels, those do exist.

They are going to use this crap to dedicate the better parking spots to EVs until that point. They'll be second to handicap spots, and make it illegal to park in charging spots unless in EVs. We all know it's coming.
The EV Hummer weighs more than what home driveways are rated for so people who gdt one may need to eventually get their driveways replaced.
