No one on this list is all that great.
Scratch the first three right off the bat. SMU and Houston add nothing not already covered by Texas (actually you can add TCU to this list also), and Tulsa adds nothing not already covered by OU.
Louisville is probably the best on the list in terms of athletics (at least in b-ball) but this would be similar to TCU in the Big East or the comments made about Mizzou to the SEC, simply that it's geographically too distant.
If BYU is already in (and I'm assuming Mizzou is leaving though to where is still TBD), I would add Colorado State to give them a nearby partner (though Air Force would be a much better pick IMHO), with Wyoming a second choice (for the same reason, nearby partner). I might consider either of the NM schools for the same reason, but only if Colo State or Wyoming (or Air Force) says no, and even then I would look desperate.
LA Tech would be good but only if you can add another school nearby, maybe either Memphis, Tulane, or Southern Miss.

If I'm the Big 12, I'm trying to be the first to go to 16 by adding USF, East Carolina, WVU, Louisville, BYU, and New Mexico. If I lose Mizzou, I add Air Force.

Boise St. Louisville BYU TCU. Boise St is more successful than TCU. Louisville has a bigger athletic budget than most of the teams in the Big12, heck probably half the SEC teams.
