Why chip Kelly?

Personally I think he is vastly overrated and the landscape in Baton Rouge is vastly different than Eugene. Didn't he have a stigma that he hated to recruit, and brought in tons of Juco guys?

No recruiting base at Oregon. Granted Nike gets recruits, but it's still not a fantastic job.
His offense is very innovative. He's been the architect of the current spread option attack.
His track record in college is excellent at a school that's not the easiest to win at. Went to a NC game. Won a rose bowl. As an OC, his offense was a juggernaut until Dennis Dixon went down with an injury. Probably wins a NC that year as OC.
