Probably not but when all that was left was the Texans job, which is like scraps from the bottom of the dog's bowl, he probably was cool with waiting until next year.

Why does the Ravens gets the picks, shouldn’t the Texans be getting the picks? Almost like thanking them for hiring a black head coach.
Also I think it’s stupid, you want to cut down on racism but you are rewarding a team for hiring by race

It’s to incentivize teams to promote minority candidates internally to get in position for these roles
Take the politics out of it and it’s a much smarter way to go about what they are trying to accomplish than the original Rooney rule
