If a new DC was hired before the bowl game could he coach the team for those three weeks the team is allowed to practice?

I'm pretty sure he could..Tony Franklin installed some of his offense at Auburn last year in the 2 or 3 weeks before the bowl game.
Talk about a guy that got a raw deal..fired for not having a QB that could run his system.

So if the guy who is going to be our new DC is already available (non-NFL or perhaps bowl team), then we're foregoing three weeks of valuable time that could be spent learning a new system in hopes of going 8-5?

Look at when the Wiz came in. Most coordinators will start with plays already in place. Then move from there with additions.

Defense isn't as complicated as offense it's been done in the past at LSU with success.
He's not doing it in the hope malveto preforms well so he can justify keeping him (my opinion
