Is it true Mississippi has a four year maximum public contract?

So the buyout for Kiffin would be a maximum of four years. If that is the case, why would we need to guarantee him 10 years? I think he could be had for a shorter term.

They can write contracts through a foundation for any amount they want to get around the Mississippi 4 year max.
