Can someone please give me a quick rundown on Frank Wilson's background? Will he be good/bad? Does he have great recruiting ties in certain locations?

Seriously, there have been a dozen news features on him in the past week (two are still linked from TD homepage), which provide the exact information you request. Not to mention scores of threads in the Coaching Changes and Tiger Rant forums. Just look.

I guess my point is that half the threads started are garbage and never turn into anything more than garbage.

he coached high school in Nola, graduated high school from St. Aug.
High school coaches around the state are happy we land someone at the state school with a similar background as the majority of kids we will be going after. All you really need to know.
I know this because you can either search for it or go to the home page and there are quite a few links about it. If you do not feel like doing that then what i wrote is all you really need to know.
