Meeting your boss is absolutely on the list of things you look into when thinking about switching jobs. I doubt you "never" did that. That's just common sense.

I did just that 3 years ago. I was interviewed by the equivalent of the HC, who I knew already from my previous employer. I did not meet my direct manager aka OC until a week after i started because she was on vacation the week I started

If anyone thought that rushing a coordinator hire would dramatically change today's results they were fooling themselves. These relationships with recruits are formed over the course of 2-3 years, or more. You lose that relationship, you can't build a new one in 2-3 weeks. Players we got either were LSU all along or had an existing relationship with staff members that remained.
Also say you do make a coordinator hire. Who's to say that the recruits would even like the hire? Or are people of the belief that any coordinator would have a positive effect on recruits? So you risk rushing a hire, and then it may not even have the desired effect.
