Some people were saying Jay is the guy during the Vitello noise. A very small amount. But that doesn’t really mean anything.

Where there's smoke, there's fire. Agents are made aware that their guy is # whatever on the list. A good agent doesn't tell his guy that. He then goes to the current employer and says, "We need this for you to retain my guy." Woodward has his list with candidates ranked. He will let them tell him "No," one at a time until his "real" guy accepts. Then everyone will call him a genius for getting the guy he wanted all along.
