I'd suggest that even if that were true, it would mean that Kelly isn't close to identifying who he even wants at DC. That's a bad spot to be in at this stage of the game.
If it was the last guy he wanted and K waited then got turned down--and he had stopped interviewing before hand--then he'd be in a shite position.

Why is it a bad thing if Kelly conducts actual in person interviews and thoroughly vets all of the candidates prior to making a decision?
