Doesnt this just ban the clubs/team officials from providing it? Nothing in that memo outlaws its use, only for the team/staff themselves from providing it to the players.

There may already be rules in place that only allow for team provided or approved medication to be used during game.

At first glance, this seems like a good rule...if you get your bell rung to the extent you need inhalants to regain your composure, it might be a good idea to stay away from them.

Most use them to get a jolt of energy or clarity. We used to use them all the time when lifting. It just opens you up. Hard to explain, but it's not always for waking you up from being unconscious.

A neurologist will not be fooled by a player's use of "smelling salts" into thinking a player is mentally clear.
