Yes it's a smart business move. But saying the White culture needs to change for doing so is definitely a ideological (and racist) statement. Putting the club in the middle of a highly black environment, and saying all are being assisted is different than saying it's going to focus on blacks. I'm sure the white guilted will want to give him tax money.
