In what language does the t make a ch sound when it is NOT followed by a long U sound like with fortune?

He spelled it and sound it out like A Chane (chane sounding more like chain), but many keep saying it’s A Chan which i think should sound the same as with Jackie Chan.

I have also worked with a couple people with the last name of Etienne, and they pronounced it ATN or ETN. Is his a Jennings pronunciation of the name?
