Am I wrong in that JoePa wasn't getting any of the blame until after he died? I was thinking that as soon as he died they "decided" that he knew and was going to shoulder the blame of it and then removed his statue.

That is wrong. Paterno was fired midseason for his role and died shortly afterwards.

This is an extreme comparison, but was Germany mad at Hitler right after the war? There were generations of people fully invested into that system.
