The incident began when an officer was alerted to a naked man running across a street, according to the report. The officer thought it was a joke, but when he turned to look, he saw Abele leave an apartment and run toward a city sanitation truck that was stopped. The officer saw Abele jump into the truck’s hopper, according to the report.

The officer saw Abele “had a dazed look on his face and his eyes were completely dilated,” according to the report. The officer recognized this as a possible sign of PCP impairment.
