Please post a link to this urine method of which you speak. Given that we are talking BLOOD alcohol concentration, I don't see how they would use URINE to derive that number. I am a doctor but not a toxicologist, so please enlighten me.
That's not my best guess. I presented that as a second theory, if you read my post. I'm just guessing, I don't know why she did.

Because she felt she had to diffuse Will? I can't think of a better reason.

I'm just imagining Will and Cardell as they approach each other. If Cardell starts the aggression isn't her first move to stay in the car with other woman and call the cops? If Will starts the aggression, that seems the most likely scenario for her exiting, in an attempt to calm him.

Someone mentioned in the Nola comments about battered woman syndrome and her trying to protect Will by taking a bullet for him.

It's certainly possible that a witness saw someone, anyone, move a gun. And if this were some plain clothes individual with a badge around their neck, I would not blame that person for hesitating to tell NOPD.

Ceravolo was wearing a somewhat distinct tan shirt from the pictures available. It's not impossible the witness noticed the Twitter picture of Ceravolo, Smith, and Thomas the next day or so, as many of us did. At that point maybe she put two and two together, and told someone besides NOPD.
The witness is indeed worthless until she testifies herself.

We also know Ceravolo was a captain, not just an officer. And he certainly knew Hayes.

It just smells like tilapia to me.
