I had the same issue with my chimney. It was finished with masonite lap siding. Mine was redone when I had a new roof installed, but it doesn't have to be done in conjunction with re-roofing. I would recommend using PEX instead of PVC. You can buy Sharkbite fittings to connect the PEX to the water hose connection. You don't have to worry about PEX breaking if it freezes.
