It's not how some of us would handle it. They started with a last resort method. They should have first incentivized productive/law abiding/established undocumented immigrants to reveal themselves and start paying federal income taxes and contributing to systems. Based on merit, they would be given temporary status and a path to citizenship. Anyone who does not come forward after a certain time period is then presumed a criminal and would be subject to ICE enforcement.
