Correct although we got Washington from JUCO but he was the top prospect at DT in JUCO and was with UGA prior to that and left because of grades not talent. If they allow schools to directly compensate players then yes they can cap
It either per player or by only allowing a certain amount they can spend total. But there needs to be severe consequences if schools cheat that cap or total. Like SEVERE!! Almost death penalty severe. But you are right about...
