I work in automotive so here's my perspective:
The tariffs are putting a huge dent in the industry. My company loses millions every month due to it so OEMs like Ford are probably losing 10x that. Why put a plant in the US when you can go to Mexico for cheaper labor and no tariffs?
And it's not really feasible to localize to the US. It takes years to make supplier changes and half the time the US suppliers still aren't competitive.
If the tariffs stopped, maybe Ford would still move, but I'd bet they wouldn't.

1. Spent Carnival in Salvador, Brazil and overslept for my flight. Cost about 400 bucks to rebook.
2. Going to a wedding in South Carolina a couple weeks ago. Im currently working in Mexico, and after getting to the airport, I realized I left my passport at my house. Cost a lot of money to spend 3 hours going to and from the airport, plus I had to rebook the flight

Ive been to all 3, though not in the same trip.
Tallinn (Estonia) is probably the most scenic of the three capitals, and is like something out of a medieval fairy tale. You can reasonably see most things in the Old Town in a day or two. People were pretty friendly and most of the vendors in the Old Town spoke pretty decent english.
Riga(Latvia) was surprisingly nice. IMO the best part of the city is the market. You can find everything from Soviet memorabilia, antique currency, food, etc. The city itself has a pretty interesting history and the Old Town is know for the art-nouveau style buildings. Like someone else mentioned, this is a party destination, mostly for UK stag groups, but its still a safe place to spend some time.
Vilnius (Lithuania) is the biggest of the 3 capitals I think. It has the largest old town in Europe and offers a lot to explore. Its probably the cheapest of the 3 and you can find a good meal for less than 10 bucks. There are some really good museums here, like one dedicated to victims of the KGB and WWII. You can also find a lot of There is also an area called the Republic of Uzupis which is an artist community that declared "independence" from Lithuania. There is more english here than Riga, but less than Tallinn. Dont speak Russian with ethnic lith's, they really dont like Russia.
There are some other cities that're probably worth visiting like Jurmala, Trakai, Tartu, the Curonian Split, Klaipedia, Kaunas, etc.
I found the Baltic states to be pretty safe. As long as you use common sense, you'll be fine.
