The NC outerbanks are probably not your best option; not a lot of golf or shopping compared to other places.

SC would probably be better.
Kiawah Island: Never been here but it is close to Charleston and not that far from Savannah.
Edisto Island: never been but a friend rents a house here frequently. It is near Kiawah.
Litchfield/Pawley Island: Worth checking out but a little far from a lot of restaurants and shopping.
North Myrtle Beach area: have stayed at the Hilton Myrtle Beach Resort a few times; it may be cheaper than Kiawah. The Hilton is away from the touristy stuff but not too far of a drive to restaurants, shopping, golf and shows/nightlife. There are other similar places to stay in the area.

June, July and August are the most expensive times to go to SC beaches.

I think Maine would be great weather in the summer but have no experience in the northeast.

One of the most underrated trips that I have taken was to a wedding in Maine in August. The weather was absolutely perfect (70 Day, 45 night).

The wife and I ended up staying for another 3 days because we were enjoying it so much. Any of the Harbor towns are great. It was just really laid back.

What I found to be most enjoyable were the different varieties of clam chowder.

Portland was a fun town as well...

The Cloister might be worth a look.

That’s where my wife and I took our honeymoon.

Very high end.

did Maine last October for 5 nights. Portland is a great food city with multiple beard award winning restaurants. It's very scenic and beautiful.

There is a little sightseeing to do but not sure id want to go there for a honeymoon unless you are a foodie.
