Some credit cards have a credit for Global Entry, and as someone said already, that will usually include precheck.

No, you will both not get it. It's only given to the person who has it, and then the other person may randomly get it. I've had pre-check for years and recently flew and my girlfriend did not get it on her ticket. (I had purchased both tickets).
Did both tickets have the same confirmation number? Or were they purchased as two separate tickets?
Each time I've flown on the same confirmation number with someone who had a KTN, all of us with that confirmation number received TSA Precheck boarding passes.

Same ticket number. It also could help that we have the same last name. He has gotten it every single time he has flown with me in the year I've had it...I'd say at least 5 flights now.

Correct. I would say I have 50+ flights in the last two years with my gf also getting precheck when on my confirmation #.
ETA She will not get it if you simply login to your account and buy her a flight. You HAVE to be on the same confirmation number meaning you need to buy your flight and hers at the same time.

Are we allowed to bring the battery and juice of an e cig on planes today or should this go in my check in luggage?

Global Entry always includes TSA PreCheck when available at the airport. Not sometimes, always.

I don't fly often but got it just because I hate standing in the security line. We had recently gotten a new credit card and they remibursed me for the cost

TSA lines at Dulles are now long. It's still faster but they are long lines.
