An American Express credit card is about as safe as you can get.

There are questionable locations on any trip to a foreign country and for those places I'd prefer not to use cash or my CC.

In Costa Rica?

Any place that is really "questionable" is only going to take cash. If you already don't know how those places work, you shouldn't be going there.

As others have said, get a CC with no foreign transaction fees from a Bank where you don't have anything else. This will work for any legal transactions and give you complete protection from fraud.

Thats the only reason I was asking. Some travel more than others, that is why I posted here.

The best method is to do as most recommended. Bring a Debit card to pull out cash from an ATM and leave the debit card in the room if that makes you feel more comfortable. Then bring a CC with no foreign transaction fees and use the CC when you can, or the cash you pull from your debit. Don't pull larger cash amounts then you really need, like $200 until its gone and then get more out.

Yeah thx. Unfortunately I won’t get the new “travel” cc till well after I leave so I’m going to use cash and one secured CC that the banks protect.
I mistakenly assumed that people got their CC compromised and was attempting to avoid completely even knowing it’s the banks money to replace. One of my B of A CCs have cash back and low limit so I’ll use that of necessary. The cash back will cover transaction fees at 3%.
I’ll also as suggested pull some cash out and use when needed.

I believe you are way overthinking this. I'm been on more trips out of the country than I can count and have never had a safety or money concern issue. Just use common sense. If you are going or staying somewhere you think is that unsafe you need to be rethinking your travel plans.
