We went whitewater rafting on the Nolichucky River a couple of weeks ago. Around Labor Day weekend there is a river in WV that has great rafting.

That’s actually the Chatooga River in N GA.

OP- The river in WV that I previously mentioned is the Gauley River. Has multiple Class V rapids so may not be suitable for 7 and 10 year olds.

This will limit you to more of a float trip than a true whitewater trip. Normally I would say the ocoee for this time of year since it is dam controlled and guaranteed to be at a good level, but must be 12+.

My thoughts for ease, cost and safety..

1. Hiawassee River in TN. Beautiful river. Not much chop at all but fun.

2. Pigeon River in TN. Near the North Carolina border. Got some chop in places but certainly I don't consider it very dangerous.

Nantahala Outdoor Center (NOC) in Bryson City, NC. Beginner level rafting (site says ages 7+). The NOC also has zip lines and play areas for kids. Deep Creek for tubing and the Great Smoky Mountains Railroad also found in Bryson. Oh, and of course it borders Great Smoky Mountain National Park.

Might be quite a drive to get there, but I'd echo this one too. We rented a cabin here at Nanthala Village years ago and had a blast. Take the train into Dillsboro NC. Fun little old town. Can go rafting/"Funyaking" there as well. Went with these guys before: Link.
