I have a family member that lives in North Louisiana. They live way out in the country and are miles from town. What’s the best method of getting internet out there so they can stream?

If you're sure there is no cable access:
1. Check for any local Wireless ISPs (WISPs). Even if outside their typical service area, call them anyway and maybe they can make arrangements.
2. Sign up for Starlink (will take a while)
3. See if cellular is available, preferably uncapped
4. Find "neighbors" within 2 or 3 miles who have decent internet. Contact local low-voltage/IT shops and ask them to set up a PtP wireless link.

Moving along at a brisk speed but I don't think you would see it before mid summer
