Using 4k TV as PC monitor

I use a 4k TV as my PC monitor. I usually set my resolution in Windows 10 to 1080p so that text isn't too small. I've tried different scaling options, but they're not perfect. If I watch Youtube or Netflix or play games in 4k, will they be scaled down to 1080p? Do I have to have my resolution set as 4k to view content in true 4k? Thanks!

Yes, to get 4k quality you must use the 4k resolution.
