The worst is when Developers want to fix tech. debt but managers, time and funding don't allow it. Then 20 years roll on...

I've heard it referred to in the context of sloppy code with problems but to meet a deadline it went into production anyway, and works, but has performance and security issues that "we'll fix later" but never get fixed.

It's the result of the "if it ain't broke don't fix it" mentality. IMO this ignores that there's a whole spectrum of brokenness and pretty much everything in the world continually slips down the slide of disrepair if not maintained.
It costs money to maintain a vehicle, but if you don't maintain it it's costing you money anyway. You're going to have to pay that maintenance debt sooner or later. Best to keep up with it.

We hear you, after we get this next batch of features out we should have some free cycles to circle back to start chipping away at some of the tech debt. Feel free to cut tickets and add them to the backlog so product and stakeholders can get an idea on LOE.

So glad I work for a company that doesn't pull that kind of crap. The only time crap lingers is when it's a specialty piece of software that's hard to find an updated equivalent.
