Strange laptop connectivity issue

I just moved into a new house and set up Wi-Fi. My son comes down the other night with his laptop and says he can't connect to it. I look at it and our SSID isn't listed, but there is a Hidden Network with a very strong signal just like ours would be.
I tried to connect to the network and it doesn't work. I turned on the option to connect even if the network isn't broadcasting publicly. Nothing.
At this point I said screw it, I'll wipe it clean and re-image it. An hour later and the same thing.
This is the only device in my house having this problem. It's Windows 10 just like the other 4 laptops in my house.
Any ideas?

I dont use online Microsoft accounts on my PCs.
But are you logging into your Microsoft accounts when setting up the machine? I am betting it is storing all your Wi-Fi configurations in the cloud. Google and Apple do this as well.
Probably just a setting on that specific machine, black-listed your network some how?

Try a different channel. My Fire TV Sticks will not connect to any of the DFS channels (52-140), while all my other devices will. Maybe that laptop has a similar limitation.

Try connecting the laptop directly to your router with an ethernet cable.
If it still can't get a network/internet connection then it's probably issue with the network card/motherboard in the laptop.
If it can connect to your network at that point, then try connecting to your wifi.
If it still can't connect to your wifi then it's either a hardware problem with the laptop wifi or possibly a configuration issue on your router.

No. No online Microsoft accounts on any device.

That's what it looks like. Actually, it really looks like MAC filtering, but I haven't gone that in depth on my router.

The NIC works just fine. I can tether my cell phone to the Wi-Fi signal and connect using my mobile hotspot option. So it allows it to "ride" through the router/modem while using my cell phone's SSID, but not the SSID for the router itself doesn't show up.

MAC filtering would not stop you from seeing the SSID only stop you from connecting.
Check your router to make sure you are not forcing clients to only connect on specific Wi-Fi technologies such as B/G/AC.. but that might be a stretch.
Also check under your Wi-Fi settings and manage known networks
