I need advice on how to store all my digital photos. Is the best option a large hard drive and just back up to it periodically?

Cloud storage - Google Photos, for example. It's cheap.
If you're worried about an outage or the end of the internet then sure, get a local storages solution as well.

I guess it depends on your situation and how often you are adding photos.
Personally I have a desktop that has an internal HDD for backup and an external one as well and the file history is written to the internal one and a full backup of the computer to the external.
Additionally I pay for Office 365 that comes with 1TB of OneDrive. It automatically syncs up all of my user files, so photos and documents are automatically synced when changed or added on my computer - no manual action for me.
Check with your company or school, you may get a discount if they use Google G-Suite or Microsoft 365. I think I pay $15/year for 365.

Unlimited photo storage with Amazon if you’re a prime member. I store all of my RAW files on Amazon.

I use a synology NAS box (DS1019) with 30 terabytes storage. All my photos and drone videos plus I also run Plex. Also going to do offsite backups shortly.
Whatever you do don't just store everything on a single large hard drive. Not if you value it.

I use Google photos as well. I'm not a professional user by any means.
It's nice that I have my phone and my wife's phone connected to the account, any photos by either of us get uploaded automatically, so nice to be able to see and share photos and videos at a decent resolution easily. Any photos I take with my nikonz goes to my phone and straight to Google photos as well. Obviously if you have privacy concerns probably not the best solution
