Security cameras-no wi-fi-hotspot only

Do they make a camera that can be setup using cell phone hotspot? I have a cell phone with unlimited hotspot. I would like to use a camera in an area that doesn't have wi-fi. I plan on leaving the cell phone in this area always plugged in and connected to hotspot.
I have 4 Wyze cameras at home but apparently they can't be initially setup on a cell hotspot. You can view them using a hotspot but not setup with one.
I took one down and tried connecting to the cell phone hotspot but it wouldn't allow the connection.
Wyze tells me you can't do that with their cameras.

I don't understand why this would not work. To the camera, it should be just another SSID to connect to. Lots of people have cellular based Internet connectivity, why does it matter what device is providing it?
Maybe there is something I am not aware of with your setup. I also know nothing about Wyze cameras.
Edit: is it the camera or the phone preventing the connection?

There's no.technical reason the camera should not see your phone as a Wi-Fi access point. As long as you have the camera the correct SSID and password it should connect.

Why do you have an extra cellphone? Can you "exchange" it for a JetPack, and connect the Jetpack to the system?
Does Wyze have anything similar to Ring's doorbell/wifi extender? Could you possible connect the doorbell/wifi extender to the hotspot, then connect the cameras to this

My guess is that the camera is going to have to report to a service. Most WiFi hotspots aren’t gonna allow inbound traffic.
