Thank you. This is literally all that happened. But they were using Note IIs, not the original Note. Before that, they were using some other Motorola Android phone for 3 years.
Upgrade time again, so they solicited bids again. In my experience with Army bids and contracts, it could've very well been awarded on a "lowest cost, technically acceptable" basis, or Apple made a compelling "best value" argument and assured the Govt. that transitioning to a new platform would be quick and seamless. They may have needed to spend a crapload of funds before they expired in September.
Apple may have also guaranteed 5+-year functionality, because I imagine the Army doesn't want to have to deal with recompeting this contract every 3 years. It's helpful that Apple has complete control over 100% of the hardware and software, which may have also contributed to them being the lowest bidder. Or, the Army just has a lot of funds to burn for Nett Warrior and will rebid it in another 3 years, in which case Samsung or some other company may or may not win.

I would prefer a rotary phone over using the fricking i-tunes store. UI for android's is much better too IMO.
