Question For The Apple Aficionados

Listening to Rush Limbaugh, he's talking about iOS 13 that will be released in about 30 minutes. However, he's also saying that iOS 13.1 will come out in just a few weeks. (On Sept 30, if I heard him correctly)
My wife has an iPhone and iPad, but she's not exactly what you'd call a tech guru. Can she just wait for a few weeks and go with 13.1, or should she update now to 13, and then update again to 13.1?
I'm a Windows/Android user, and I'm doing good to keep up with my platform, much less that of a system I don't use.

It may auto-update if she has that turned on, have WiFi turned on, and have the phone locked and charging.

Beta went to 13.1 very fast, like at beta 3 of 13. It was only in public beta for a very short time. I’m surprised they are releasing 13 at all. I suspect there is an issue with it they haven’t made public.

how different is it from smart invert from settings? I've used that a lot in the past.
