Question about refurb phones, and location/gps?

I have a Galaxy S9, got it used/refurbished from Amazon a couple years ago. It was something like $200 and seems clean enough. I put my simcard in and it's been good to go (ATT). I did do a clean factory reboot before I did anything else, even putting the card in.
I don't leave my GPS on, or otherwise "use my location". I do sometimes use it if I'm doing a Maps thing.
So, question- phone seems to think it's in Dallas (I'm in BR).
I go to a store site like Home Depot, and it constantly gives me the Dallas stores.
I got a notice from Amazon, saying someone signed into my account in Dallas... after I logged into Amazon on my phone and placed an order.
I've been noticing this awhile, been monitoring a lot of accounts; nobody is trying to buy anything elsewhere (or hasn't in well over a year, as of yet). It's the phone itself.
Is this something due to being used? Is there any way to correct it?

Since you have GPS disabled, it is estimating your location based on your IP address.

AT&T Gateway is in Dallas.
I get the other answers of "no GPS, that's why it doesn't find you", but was trying to find out why everything THOUGHT it was Dallas, instead of random places (or unknown location).
