So I’ve tried googling about plex but i can’t figure it out. Can someone just give me the low down? Does it cost money? I have a fire stick but Kodi is falling apart with developers shutting down. I heard Plex was a good way to watch HD movies?

It’s good to watch movies if you know someone with a sever or get a good one to connect to.

Plex gives you a beautiful, Netflix-like interface for watching your media. Plex does NOT provide an easy way to access illegal streams, neither through a core feature or through add-ons. How you acquire the media is your own responsibility. If you want to go the illegal route, there are torrents and newsgroups. If you want to go the "semi"-legal route, you can buy blu-rays and rip them to your Plex server.
The Plex server software is free, and you need an always-on computer to run it on. To access the media, you can use the Plex app on your Fire stick, which is also free. The mobile Plex apps are limited, but can be unlocked with a one-time $5 payment. OR you can get Plex Pass, which unlocks the mobile apps and gives you access to several other handy features. Plex Pass can either be subscribed to monthly, yearly, or you can get a lifetime pass for a one-time payment. Plex Pass is absolutely NOT necessary for using Plex "normally".
There is software available to help you with obtaining media illegally, but the setup process is somewhat involved, and this probably isn't the place for detailed instructions on this topic.
TLDR: Plex is not a drop-in replacement for Kodi w/add-ons if the goal is to watch illegal streams.

I have almost 200 movies on my server and about 50 series. I also have my OTA antenna connected to my computer tuner. I have family members from Georgia to Alaska connected to my server.
