To take a little bit of the edge off of the other (100% correct) posters
:
Different smart devices (different brands of TVs, different USB hubs, etc) have different app availability. Some will let you add apps from a store, others just leave you with what came by default. If there are apps you need/want, but they aren't offered on your device, generally the easiest way to get around that is to add a USB device (Firestick, Roku, Chromecast, etc) that has the app you want and just use that for all of your streaming needs.

To explain why you should get a Roku (or Firestick or Chromecast), it's because there's a catch-22: the Philips OS doesn't have apps because it's not popular, and it's not popular because it doesn't have apps. I don't know what OS they have on there, but if it's not Roku or Fire OS (Android) then developers don't have much incentive to spend time writing apps for it due to the small installed base.
Some TV manufacturers do use Roku or FireOS built into the TV, but even in these cases I would probably buy a separate device so that I can upgrade it without tossing the whole TV.

The TCL Roku ecosystem has treated me well thus far. Though that's always a house of cards that can be knocked over any moment

I buy Rokus for all of the TVs in my house. This way the interface is always the same for every TV and I don't have people asking me how to find something on this or that TV. It is always the same.

I didn’t even realize Philips still sold TV’s in the US marketplace tbh. When I was looking for a new tv a few years back they had a couple models that looked promising but were only available overseas.
