I dont understand why anybody would work for a company that obviously has no idea how to run itself.
Does the HR manager ask you for help with tax filings also?

To be fair, you hire out different positions to take care of their respective fields...If I went to a company that handed out local accounts and a workgroup, I would probably rethink it though

there is probably more to the story than the guy not knowing about active directory. or atleast I'd hope.
