Because that would mean they have to carry a second device. They are already carrying a phone, regardless. Taking pictures is probably the third most common thing people do with their phones, after communicating and browsing the internet. It makes sense that people would like for it to do so well. Honestly, the average person probably gets vastly more use out of a good phone camera than they do a high powered phone SOC.
