That barely passes as a gaming PC merely because it will probably at least allow a game to run. Low-end gaming PCs always come with poorly specced graphic cards, the component that will dictate gaming performance the most. Simply put, the GT 610 is garbage if you want to play anything made in the last few years at reasonable settings. You'd be better off buying a console if this is just to be a gaming PC.

You are much, much better off taking the time to learn how to assemble one yourself, because finding a correctly configured gaming PC at this budget is going to be near impossible.

I can configure you a competent build in the $600 range.

I'm not into cases like that at all, so my build includes a placeholder case that looks more subdued/professional.

Better CPU, better motherboard, waaay better graphics card, better power supply, better cooling.

If you want a case with lights and shite that appeals to your inner child, there are plenty on Newegg. Here's a link to a presorted list of mid-towers, starting with the highest reviewed. LINK

Once you’ve narrowed it down to a few cases you like, use the reviews or Google to 100% verify that the case is wide enough to accommodate the Hyper 212+/EVO cooler. Generally, cases that have a width of 8” or greater will work, but it’s important to be sure by reading reviews/forum posts from other users who own the case and cooler.

Correct. Both are Fermi GF119s. GT 610 is just a rebranded 520 with identical reference clocks. The seriously shitty memory bandwidth on them makes it more ideal for very low-end 720p gaming with old titles.

Rule of thumb is if a video card doesn't need a fan, it's trash.

remove the CPU and PSU fans and throw it all in a mini-ITX box. Ultimate stealth system. It may even post.
