Is there a such thing as ultra mini spy cams with an app for your phone?

Define ultra mini... there a ton of very small video and/or still cameras out there.... if you want live streaming, written to SD, even stream to web servers, or NVR. Depends on what you want to do and for how long (think power requirements).

Define your need....could be something as simple as an ESP32-CAM (arduino) module for video streaming over wifi? Or do you need something off the shelf?

Just search spy cam on Amazon. There’s a ton of “nanny cams” out there with phone app controls.

Small as in not noticeable and would blend in with a background.

About an hour run time is all I need. Hoping for something that has an app you can download on a smartphone.

As mentioned scan Amazon.. they have some that are built into working USB chargers and such, 'pinhole' is probably the search word you want. Quality isn't going to be great with the tiny pinhole cams... but you get what you pay for in of the shelf things.
