Is Imessage tied to a phone number or an Apple ID?

Got a knucklehead that won't leave my daughter alone and I really don't want to go to jail to solve this issue.

Both. It's tied to an apple ID and registered for the phone number through that ID.

iMessage works on iPod Touch and non-cellular iPads, so Apple ID.
ETA: SMS messaging should work on an iPhone without Apple ID.

Click the circle i next to the number. Scroll down and block this caller. On his end, the message will showed delivered and she won’t receive anything

You have more to worry about than simple imessages
best solution is to file a complaint with the local LEO for cyber stalking.
The reason I say this is that the kid will continue to harass your daughter via other online means such as SnapChat, Twitter,Facebook, FB Messenger, or WhatsApp
By getting LEO invloved it also alerts the stalker's parents to this problem

iMessage is tied to the Apple ID, but can be sent to the number associated with it. For example, my wife gets her iMessages on her phone and her iPad.
Block the number, and like mentioned I’d verify no other social media is involved. Depending on what she we’re talking about her and the level of involvement, maybe going to the police is warranted. Cyber stalking/bullying is taken very seriously.

She doesn't have any social media accounts.
